According to reports, at the national level, the national 14th Five-Year Plan proposes to accelerate digital development and build a digital China. Among them, in terms of accelerating the construction of new infrastructure, it is mentioned to accelerate the large-scale deployment of 5G networks, increase the user penetration rate to 56%, promote and upgrade Gigabit fiber optic network; in the 14th Five-Year Plan of the Ministry of Industry and Information Technology, it is also proposed to fully deploy gigabit fiber optic network; promote the further extension of the all-optical access network to user terminals, promote the implementation of fiber to the room, to the desktop, to the machine, and carry out on-demand development The user-side access equipment is upgraded; at the same time, 16 ministries and commissions of the Ministry of Housing and Urban-Rural Development have issued a document mentioning that it is necessary to strengthen the integrated wiring of intelligent information, encourage the construction of fiber-to-the-room and fiber-to-the-desktop, and strive to improve the quality of residential indoor networks.

"Shanghai has taken the lead in building the first city of '5G commercial' and 'dual gigabit'. Shanghai's 5G network leads the country, with 5G base stations accounting for more than 20%, making it the single-ranked city in the country. Fiber-optic broadband covers 99% of households, and gigabit broadband covers 9.6 million households." In addition, in terms of document release, at the end of April 2021, the Shanghai Communications Administration, in conjunction with the Shanghai Lingang New Area Management Committee, the Shanghai Municipal Commission of Housing and Urban-rural Development, Shanghai Telecom, Shanghai Mobile, Shanghai Unicom, Huawei and other units, jointly released the first provincial Grade FTTR Cabling White Paper "Shanghai Residential and Commercial Building FTTR Optical Network Cabling White Paper", which includes the current status of the Gigabit broadband access network industry, residential and commercial building networking solutions, detailed FTTR solutions, residential and commercial building wiring systems, construction Five requirements are required.

At the same time, the Shanghai Communications Administration issued a document to start the revision of the "Communication Supporting Technical Standards for Residential Areas and Residential Buildings". The main revisions include improving the wiring requirements for fiber optic cables within the home to meet Shanghai's construction needs for FTTR; ensuring fiber to the room in new buildings. Qin Ling said at the meeting that the three major telecom operators have actively responded to Shanghai's "Gigabit Optical Network" strategy: Shanghai Telecom held the "Shanghai Telecom Information Consumption Festival and Whole House Gigabit" conference in May this year, and announced the official launch. FTTR-based whole-house gigabit service; Shanghai Mobile held the event of "The World's No. 1 All-optical Smart City" in April this year, and then held the "Shanghai Mobile All-Gigabit Acceleration Plan" conference, and cooperated with partners to launch FTTR gigabit services All-optical Wi-Fi solution, and launched the FTTR commercial package in July; Shanghai Unicom released the demonstration of "the industry's first FTTR-2B all-optical intelligent enterprise networking solution commercial deployment" at the end of April, and launched the FTTR thousand mega all-optical networking service.
Gigabit practice leads the country

When introducing the specific practice in Shanghai, he took Lingang's first trial of "gigabit optical network" as an example. In the "Outline of High-Quality Housing Management in Lingang New Area" issued by Shanghai, it is required to achieve 100% fiber-to-the-home (FTTH), and demonstration areas and key areas should support fiber-to-the-room (FTTR). For different room types, through all-fiber deployment, the whole house is covered by broadband, and the fiber rate meets 1000Mbit/s. Through "fiber to the room", it matches the high-end quality strategy of Lingang, and truly realizes "livable living".

In addition, "The FTTR all-optical solution has helped Shanghai's 'free upgrade of 100M broadband for needy families' plan to be completed ahead of schedule." Qin Ling said that in November 2020, Shanghai plans to launch the "free upgrade of 100M broadband for needy families" plan; By January 2021, "Free upgrade of 100M broadband for families in need" has been included in 10 practical projects for the private sector in Shanghai; in February 2021, the three major operators in Shanghai have launched free upgrade packages, officially launching home broadband below 100M "War of Elimination"; By July 2021, Shanghai will complete the annual task target five months ahead of schedule, benefiting 820,000 households in the city.
